Because that's a better short curt to move a workflow to a folder than pick the folder dropdown.

Think also of being able to set a unique color to a folder, and color same the bottom-line of each worflow in that folder.

Sometimes you just don't want to add many new OptionSet by yourself manually, since there are plenty and stored in a file

because sometimes data structure evolves.

so that you're being brought to the record instead of reaching it out by many clicks.

Ideal would be to open it in a popup instead of leaving the place.
